El Monte Police Chief Ben Lowry was a 20-year veteran of the El Monte Police Department. He served as interim chief before being appointed as chief in June 2022. Tragically, Chief Lowry passed away in October 2022. He was 45. 

Chief Lowry began his law enforcement career with the Los Angeles County Sheriff’s Department in 2000 and transferred to El Monte Police Department in 2002. In 2013, he was promoted to lieutenant and through successive promotions took on numerous command responsibilities, including managing work with the community relations office, the school resource officer program, the detective bureau, the patrol division, the gang and narcotics unit, and SWAT.

Chief Lowry earned two associates degrees from Rio Hondo College, a Bachelor of Science from Union Institute and University, and a master’s degree from Woodbury University. He was also a graduate of the California P.O.S.T. Command College Program.
