SCI Instructor Dr. John P. Sullivan presented “Calibrating state responses to criminal armed groups, crime wars, and criminal insurgencies” to the advanced training course on Direito Internacional dos Conflitos Armados Não-Internacionais (International Law and Non-International Armed Conflicts) in Brasilia on Friday, October 6, 2023.
The course for public prosecutors was held over two days at the Escola Superior do Ministério Público da União (Higher School of the Public Prosecution Service)(ESMPU) and sponsored by the University of Brasilia Law School and the Brazilian Institute of Military and Humanitarian Law (IBDMH). The course was designed to familiarize Brazilian military prosecutors with operational and legal issues related to criminal groups, including transnational gangs and cartels, and state responses to organized criminal violence, including potential non-international armed conflicts. Dr. Sullivan’s lecture compared actions by criminal armed groups on Brazil and Mexico and provided a foundation for integrating these activities into various legal frameworks.
